In accordance with the decree of the Council of Ministers of the BSSR from May 30, 1979. № 179, the United Bureau of Technical Inventory was established in the regions and in Minsk, which was entrusted with the task of providing organizational and methodological guidance to the city and intercity bureaus, further developing and improving the technical inventory and accounting of fixed assets of municipal economy of the republic.

On the basis of the order of the Ministry of Housing and Communal Services of the BSSR from 29.12.1980, No. 190, from 01.01.1981 Minsk Regional Association of Technical Inventory was established with the assignment of the functions of the head enterprise to Minsk Interdistrict Bureau of Technical Inventory. The director of the association was Yuri TRETYAKOV, the functions of the chief engineer were performed by Regina MALAKHOVSKAYA. Since 30.12.1988, Minsk Regional Association of Technical Inventory was headed by Stanislav BOROVIK. The Minsk Regional Association of Technical Inventory included: Minsk MBTI (head), Borisov MBTI, Vileyka MBTI, Dzerzhinsk MBTI, Molodechno MBTI, Nesvizh MBTI, Slutsk MBTI. Until the late 1980s, the structure of BTI was fairly stable, some reorganizations and structural changes took place, but there were no revolutionary transformations. Mainly, BTI carried out accounting of residential and non-residential facilities necessary for planning the costs of construction, repair and maintenance of buildings. On the republic scale, the percentage of personal property of citizens located in rural areas was very low, so the officials did not take it into account. Only in 1985, the interests of the state went beyond the city borders. Then in the countryside, people began a large construction of a residential and public fund, which needed to be taken into account and inventoryed, including for tax purposes.

In accordance with the decision of the Council of Ministers of the BSSR from March 19, 1985, No. 88 "On the procedure for the state registration of housing fund," the technical inventory service in 1985 started accounting and registration of housing stock in rural areas.

The buildings of the public fund were fully inventoried within the time limits set by the government, but the buildings owned by the villagers were not fully taken into account, since these works were conducted in conditions of limited budgetary allocations.

Minsk Regional Association of Technical Inventory on December 19, 1996 was renamed as State Minsk Regional Association for Registration and Technical Inventory of Real Estate. During this period, the association on a voluntary basis was part of the association "Kommunalmik". After the entry into force of the new Civil Code of the Republic of Belarus, the association passed the re-registration and became Minsk Regional Unitary Enterprise "Registration and Technical Inventory of Real Estate" (decision of Minsk Oblast Executive Committee No. 475 of 28.07.2001).

Decree of the President of the Republic of Belarus from December 10, 2002. No. 603 "On the establishment of a system of state organizations for the state registration of immovable property, rights to it and transactions with it" established that the specially authorized body of the state administration of the Republic of Belarus in the field of state registration of immovable property, rights to it and transactions with it is the Committee on Land Resources of geodesy and cartography under the Council of Ministers of the Republic of Belarus, now the State Property Committee of the Republic of Belarus.

In accordance with the Resolution of the Council of Ministers of the Republic of Belarus No. 371 from 20.03.2003 "On the transfer of a number of unitary enterprises (property complexes) from the municipal property of the regions and the city of Minsk to the republican property and on making additions to the resolution of the Council of Ministers of the Republic of Belarus from October 31, 2001 No. 1591 "Minsk Regional Unitary Enterprise "Registration and Technical Inventory of Real Estate" was transferred from the communal to the republican property.

The Order of the Committee for Land Resources, Geodesy and Cartography under the Council of Ministers of the Republic of Belarus from 24.04.2003 No. 41, entrusted Minsk Regional Unitary Enterprise "Registration and Technical Inventory of Real Estate" with the functions of a territorial organization for state registration of real estate, rights to it and transactions with it and the functions of maintaining the state land cadastre, the enterprise was renamed as Republican Unitary Enterprise "Minsk Regional Agency for State Registration and Land Cadastre".

On the basis of the Law of the Republic of Belarus from July 22, 2002 No. 133-Z "On state registration of real estate, rights to it and transactions with it" and in accordance with the resolution of the Committee on Land Resources, Geodesy and Cartography under the Council of Ministers of the Republic of Belarus from 11.03. 2004 No. 9 "On the establishment of registration districts", it was established:

  • to create 7 registration districts in the Republic of Belarus, respectively, within the borders of the Brest, Vitebsk, Gomel, Grodno, Minsk, Mogilev regions and the city of Minsk.
  • to entrust the state registration of real estate, rights to it and transactions with it on the territory of Minsk Regional Registration District to Republican Unitary Enterprise "Minsk Regional Agency for State Registration and Land Cadastre".

Since 15.11.2004 RUE "Minsk Regional Agency for State Registration and Land Cadastre" has been headed by Petr LAVROV.
